Not one of the brightest ideas I have heard....but I'll be looking out for those referrals!!
Making a referral, helping out someone you care about, helping your customers get something they need is not moving your business to another company, it's creating more value for your business.
No question, proven time and time again, the best way to get referral is to give referrals - until you get this, until you get the strategy of building a network of proven strategic partners around your business you will never fully understand the power of marketing momentum . . . and I guarantee you, you won't be receiving any of those referrals you are on the lookout for.

Sharing referrals isn't exclusively moving business from one company to another. It also consists of providing a valuable asset (the referred business) to someone that may be on the fence and not sure they are ready to jump in with a fear of who will provide the best service/product. Someone may be putting off the decision to do business at all and a good referral can influence them to go forth.
Additionally, moving business to small businesses may impact the US economy by bringing business back home. Are you currently doing business with an internet provider who outsources their call center to someplace in India? Perhaps finding a good quality internet provider through referral can bring all that business back to the states.
These are just 2 ways that this program can make a difference. I'm in.
Now i am thinking which business can I promote? Hmmm... I think i know, going to make an entry. The week isnt over is it?
